Buying a classic car in Oklahoma

In Oklahoma the title and tag come from Service Oklahoma or a Licensed Operator (the former tag agencies), and the tax is paid there when you register the car. Three things shape a classic purchase: the pre-registration rules for any sale made in the state, the classic plate's limits on use, and the fact that older cars sit outside Oklahoma's salvage rules.

Titling and registering the car

Any vehicle sold in Oklahoma, by a dealer or a private seller, must be pre-registered with the state within two business days of the sale. A dealer does this for you. In a private sale the buyer or the seller can do it on Service Oklahoma's Navigate site, or the buyer can do it in person at a Licensed Operator. You then need a metal plate with the pre-registration decals on the car within 10 days. Service Oklahoma allows two months from the purchase date to complete the title and registration, but the Tax Commission's rules start delinquency penalties on day 31 (registration $1 per day up to $100, plus interest and penalties on the vehicle sales tax), so plan on 30 days. Plates belong to the owner, not the car: the seller keeps the old plate and you either move one of your own onto the car or get a new one.

For a private sale, bring the title assigned to you and notarized, a bill of sale or Form 722-1 (Declaration of Vehicle Purchase Price), your driver license, proof of Oklahoma liability insurance, Form 701-6 (the title application), a lien release if the title shows one, and an odometer statement if the car is a 2011 or newer model. Titles are now issued electronically by default and are held by the lienholder while a loan is open, so ask the seller whether there is a paper title or a lien before you pay. The state charges an $11 title fee and a $17 transfer fee, plus registration and a $1.50 insurance fee.

A car last titled in another state needs its assigned out-of-state title, Form 701-6, your insurance and the bill of sale, and in most cases a VIN inspection by Service Oklahoma at N Classen or a Licensed Operator, for a $4 fee. If the seller lost the title, Oklahoma has an affidavit (Form 777) that works only when a properly assigned Oklahoma title was handed to the person who then lost it. A car with no title at all is a different problem: Service Oklahoma publishes a possessory lien procedure for vehicles whose ownership cannot be determined, but it is not a quick route, so do not buy a car without a title unless you understand how it will be titled.

Classic and vintage plates

  • Antique or Classic plate: for a vehicle at least 25 years old by date of manufacture. It is registered for one year or ten years, the first registration goes through Service Oklahoma only, and the application needs a notarized owner affidavit. Service Oklahoma's catalog lists $27.10 for one year and $94.10 for ten.
  • Use limit: the car may travel on public roads primarily incidental to historical or exhibition purposes only. If you drive it for anything else, the classic tag must come off and a regular tag at the regular rate goes on.
  • Selling it on: a buyer who will drive the car for other purposes must get a regular plate and pay the rest of the registration period at the regular rate, and there is no refund of unused classic registration.
  • Vintage decal: separately, you can display an expired Oklahoma plate that is at least 21 years old on a vehicle that is at least 21 years old, for a $20 fee plus mailing, with a few numbering formats excluded.

Inspections and salvage rules

Oklahoma ended its mandatory annual vehicle safety inspection in 2001, so there is no periodic inspection to pass after you buy. The only inspection in the buying process is the VIN check on a car coming from another state. Salvage and rebuilt branding applies only to vehicles 10 model years old or newer, so a classic that was wrecked is not branded the way a late-model car would be, and an older car can move in and out of salvage status without an inspection. That puts more weight on your own look at the body, frame and paperwork history.

Sales and excise tax

  • Oklahoma charges a motor vehicle excise tax on every transfer of ownership: $20 on the first $1,500 of the price plus 3.25% of the rest for a used vehicle.
  • A 1.25% state vehicle sales tax is added on top, and local sales taxes are not charged on vehicle sales. The excise tax is figured on the price before any trade-in credit, while for the 1.25% sales tax the trade-in's value is deducted.
  • Private sales are taxed too. Tax is calculated from the price on your bill of sale or Form 722-1. Under a law in effect from July 1, 2026, the declared price must be within 20% of the average retail value in Service Oklahoma's reference guide, so an unusually low price on a classic can be questioned. Service Oklahoma's online calculator is only an estimate.
  • Gifts between spouses or between parent and child, inheritance and divorce transfers can be excise exempt. Siblings, grandparents and in-laws do not qualify.

Dealers, private sellers and insurance

Used car dealers must hold a license from the Oklahoma Used Motor Vehicle, Dismantler and Manufactured Housing Commission, which also takes complaints about dealers. The state does not have a lemon law for used vehicles. Dealers must give you a written sales contract and the FTC Buyers Guide, and the contract has to state the type of title you will receive, such as original, rebuilt, salvage or junk. The Buyers Guide alone does not disclaim warranties; a separate warranty disclaimer form is required, so read it before signing. A dealer should deliver the title when you take the car, and failing to deliver it within 30 days violates the dealer rules. Oklahoma requires liability insurance of at least $25,000 per person, $50,000 per accident and $25,000 for property damage.

Rules and fees change; confirm with Service Oklahoma or a Licensed Operator before you buy.

Oklahoma classic car dealer FAQ

Do classic cars need an inspection or emissions test in Oklahoma? +

Oklahoma ended its mandatory annual safety inspection in 2001. The only inspection in the buying process is a VIN inspection, for a $4 fee, on a car that was last titled in another state. We did not find any Oklahoma emissions testing requirement for passenger cars.

How soon do I have to register a classic car I just bought in Oklahoma? +

The sale must be pre-registered within two business days (the dealer does it, or the buyer or seller in a private sale), and a metal plate with pre-registration decals must be on the car within 10 days. Service Oklahoma allows two months for full registration, but Tax Commission rules start late penalties on day 31, so aim for 30 days.

What are the rules for Oklahoma antique or classic plates? +

The vehicle must be at least 25 years old by date of manufacture and travel on public roads primarily incidental to historical or exhibition purposes only. The plate is registered for one or ten years through Service Oklahoma, with a notarized owner affidavit. If you use the car for other purposes you must switch to a regular tag.

How much tax will I pay buying a used classic in Oklahoma? +

Excise tax on a used vehicle is $20 on the first $1,500 of the price plus 3.25% of the rest, and a 1.25% state vehicle sales tax is added. It applies to private sales as well as dealer sales. The excise tax is based on the price before any trade-in credit; a trade-in does reduce the base for the 1.25% sales tax.

Does the license plate come with the car in Oklahoma? +

No. Oklahoma plates are assigned to people, not vehicles. The seller keeps the plate, and you either transfer a plate you already own to the car or get a new one when you pre-register.

What do I need to bring a car from another state into Oklahoma? +

The assigned out-of-state title, Form 701-6, your driver license, Oklahoma liability insurance, the vehicle, and a purchase agreement or Form 722-1. Most out-of-state cars also get a VIN inspection at Service Oklahoma on N Classen or a Licensed Operator.

Does Oklahoma have a lemon law for used classic cars? +

No. The Oklahoma Used Motor Vehicle Commission states that Oklahoma has no lemon law for used vehicles. Dealers must still give you a written contract, the FTC Buyers Guide and a disclosure of the title type, and a warranty is disclaimed only on a separate disclaimer form.

Can a classic car have a salvage or rebuilt title in Oklahoma? +

Oklahoma applies salvage and rebuilt branding only to vehicles 10 model years old or newer. An older car can enter or leave salvage status with no inspection, so check the title history and the car itself carefully.
