Buying a classic car in Utah

In Utah the title comes from the state DMV (the Motor Vehicle Division of the State Tax Commission), and you pay sales tax there when you title and register the car. Old-car rules changed on October 1, 2026: the vintage vehicle designation is gone, replaced by a classic vehicle designation, and the emissions exemption now reaches model year 1995.

Titling the car

In a private sale the seller signs the back of the title, and Utah does not require a notary. The seller must hand over the title within 48 hours of delivering the car, so it is safer to get it at the time of sale. You then apply to the DMV for a new title and registration with form TC-656, your ID, the tax and a $6 title fee, and you must do this before driving the car on a public road. A temporary permit from the DMV covers the gap, lasting from 96 hours to 60 days. Get a bill of sale showing the price: without one, the DMV taxes the car on its fair market value. An odometer statement is needed only if the car is under 20 years old.

A car from another state needs a VIN inspection on form TC-661, which a DMV employee, a licensed dealer, a peace officer or a certified safety inspector can do. Out-of-state titles cannot be processed online, so plan an office visit. If a Utah seller has lost the title, the seller can sign a duplicate title application (TC-123) and give it to you in its place. If the title is gone and there is no way to replace it, the DMV runs an insufficient evidence of ownership process: an ownership statement, a VIN inspection and, if the car is worth more than $3,000, a surety bond for twice its value.

Classic vehicles, plates and fees

  • Classic vehicle: a car or motorcycle of model year 1982 or older that is driven fewer than 1,500 miles per calendar year. The owner signs a statement that it is safe to operate on the highway. The initial registration fee is $40, with no renewal registration fees after that. These cars are also exempt from minimum speed and minimum safety equipment rules while the original equipment is in good order.
  • Vintage plate: the old vintage vehicle special plate stopped being manufactured on July 1, 2025 and the vintage designation has been repealed. Plates already issued remain valid, but replacements are not available. I found no new plate type for classic vehicles, so ask the DMV what plate you will get.
  • Original issue plates: for model year 1973 or older, you can ask the DMV to approve an original plate from the car's model year that you supply yourself. Normal registration fees apply.
  • Annual fee: every registered passenger vehicle pays an age-based uniform fee, $10 for model year 2014 and older. Whether it applies to classic vehicles is not clear, so ask at the DMV.

Emissions and safety

Emissions testing exists only in Cache, Davis, Salt Lake, Utah and Weber counties. Under the 2026 law, a vehicle with a model year of 1995 or older is exempt, as are custom vehicles and motorcycles. DMV pages still showed older cut-offs when this was written (1967 and older in Salt Lake, Davis and Utah counties), so confirm with your county health department. Utah has no general safety inspection for registration. It requires one for a salvage vehicle that is being retitled as rebuilt.

Sales tax

  • The state rate is 4.85% plus local taxes. In early 2026 the combined rate ran from 6.35% in rural counties to 7.45% in Salt Lake County and 8.45% in Salt Lake City, and it changes by quarter. For a private sale you pay the rate where the car will be registered.
  • The seller does not collect it; you pay at the DMV when you title the car. There is no exemption for sales between family members, and understating the price can bring an audit and a fraud penalty of at least $500 or 100% of the tax.
  • A trade-in to the seller reduces the taxable price. If you buy in another state, tax you paid there is credited against Utah use tax.
  • A nonresident who buys from a Utah dealer pays no Utah tax if the dealer or a carrier delivers the car out of state.

Dealers, private sellers and insurance

A person who sells three or more cars in 12 months that they have owned for less than 12 months needs a dealer license, so an unlicensed seller who looks like a regular trader is a warning sign. Utah has no three-day right to cancel a car purchase, and the lemon law covers new vehicles only. A dealer that issues a temporary permit must send the title to the DMV within 45 days. If it does not, you can return the car for a refund by asking in writing before the dealer files the title, less a charge for the miles driven. A dealer may also sell a car as is, without an emissions test, but then cannot issue the 45-day permit and you do the titling yourself. Utah requires a car with a rebuilt-restored title to carry that brand, and sellers must tell you if a car was a salvage or total loss vehicle. You must carry liability insurance for as long as the car is registered.

Utah classic car dealer FAQ

Do classic cars need an emissions test in Utah? +

Only in Cache, Davis, Salt Lake, Utah and Weber counties. Under a law that took effect October 1, 2026, a vehicle with a model year of 1995 or older is exempt from the county emissions programs. DMV pages read before that date still listed older cut-offs, such as 1967 in Salt Lake, Davis and Utah counties, so check with your county health department. Utah has no general safety inspection for registration.

What is a classic vehicle in Utah? +

Since October 1, 2026, a classic vehicle is a car or motorcycle of model year 1982 or older that is driven fewer than 1,500 miles per calendar year, or a classic travel trailer. The owner signs a statement that it is safe to operate. The initial registration fee is $40 and there are no renewal registration fees. The older vintage vehicle designation, which began at 30 years of age, was repealed.

How is sales tax calculated on a classic car in Utah? +

The state rate is 4.85% plus local rates, which in early 2026 ranged from 6.35% in rural counties to 7.45% in Salt Lake County and 8.45% in Salt Lake City. In a private sale you pay it to the DMV when you title the car, at the rate where the car will be registered, on the price you paid. Sales between family members are taxed too, and tax paid to another state on an out-of-state purchase is credited.

How soon do I have to title a classic car after buying it in Utah? +

Before you drive it on a public road. Utah law requires the buyer to apply for a new title and registration before operating the car, and a violation is an infraction. A DMV temporary permit, from 96 hours to 60 days, covers the time while you finish the paperwork. New residents get 60 days to register a car they bring into the state. The title fee is $6.

What does Utah require for a classic bought in another state? +

You need the seller's original out-of-state title, form TC-656, your ID and a VIN inspection on form TC-661, which a DMV employee, a licensed dealer, a peace officer or a certified safety inspector can do. Out-of-state titles cannot be processed online, so you go to a DMV office. You pay Utah sales tax, with credit for tax already paid to the other state, and you need an emissions certificate only if your car is not exempt and you live in an emissions county.

Can I title a classic in Utah without a title? +

Possibly. Utah has an insufficient evidence of ownership process for old vehicles whose title cannot be found. You file an ownership statement (TC-569A), get a VIN inspection and, if the car is worth more than $3,000, buy a surety bond for twice its fair market value. A bill of sale alone is enough to get a temporary permit, not a title.

What can I do if a Utah dealer does not deliver the title? +

When a dealer issues a temporary permit, it must send the title and paperwork to the DMV within 45 days. If it fails, you can return the car and get a full refund, including your trade-in value, if you ask in writing before the dealer submits the title. You pay mileage for the miles you drove at the federal rate. Complaints about failure to deliver a title go to the Motor Vehicle Enforcement Division.

Does Utah offer year-of-manufacture plates? +

Yes, for vehicles of model year 1973 or older. You supply an original Utah plate from the same year as the car's model year, and the DMV approves it if it is legible, uses numbers that do not conflict with current plate series and matches the model year. Normal registration fees apply.
